KARACHI: Sindh
Governor Muhammadmian Soomro has said that the Karachi police
gave a poor account of themselves in handling the recent gory
incident in which two minor children were shot dead in a
police encounter.
The two children were killed in the Ferozabad police station
area Monday last. The governor made these observations while
expressing deep grief over the tragic incident at the Sindh
Cabinet meeting held on Thursday to review the law and order
situation.
The cabinet was informed that a judicial inquiry into the
incident had been ordered and a judge of the Sindh High Court
would conduct the inquiry. It stated that whosoever was found
to be negligent and responsible for the incident would be
awarded punishment according to the law.
The governor issued special instructions to curb crime all
over the province and directed for a continuous campaign
against the criminals and anti-social elements. He made it
clear that no leniency should be shown in the crackdown on
criminals and action should be taken without fear or favour,
regardless of the clout the culprits may carry.
Soomro also instructed the officials and police to take
appropriate measures to curb car lifting, kidnapping for
ransom, and other heinous crimes. He directed an effective
police training system and directed necessary registration of
all the domestic servants, particularly in the urban centres,
and said immediate attention should be accorded in this
regard.
The cabinet lauded the courageous encounter of the Matiari
police with dacoits and suggested reward for the police party.
The governor also decided on effective action against the
illegal immigrants. He issued instructions to ensure
appropriate measures for cultivating tolerance, national
cohesion, religious harmony and brotherhood during Muharram.
The cabinet decided to make an amendment to the Sindh Civil
Services Act, 1973, by virtue of which the employment quota of
special people has been raised to two per cent from one per
cent in government departments.
The cabinet took a firm decision to build the government
secretariat along modern lines, replacing the decaying
barracks of the Sindh
government. These offices would be helpful in performing the
government functions in a speedy manner, incorporating the
innovation
of e-government as well as conducting of office routine that
would be paperless.
The cabinet also discussed to achieve better results under the
present situation over the availability of water in irrigation
sector. It was
informed that crop management group had been constituted all
over the province to guide the cultivators for the crop
pattern in accordance with the geographical conditions of the
province. It was also decided that in the next annual
development programme, a special amount would be allocated for
concrete lining of watercourses.
The cabinet was informed that Rice Restriction Cultivation
Ordinance would be strictly implemented under which action
would be taken against cultivators sowing rice where
cultivation of the crop is forbidden.
The minister for irrigation explained in detail the
cultivation of fruits and vegetables along modern lines. The
governor underlined the need for close co-ordination between
the irrigation and agriculture departments to achieve positive
results, with proper utilisation of water. The cabinet
discussed the situation of irrigation and drinking water in
the province, besides law and order, and accommodation of
officials. |
